Using International Standards to link Intellectual Property Metadata.

PROPOSAL

Four entities 

• NotesFirst provides a HIPAA-compliant mobile and web-based application that allows doctors to keep electronic healthcare records (EHR) of their patients.
• Isonym Philippines Inc. (IPI) provides Household Identifiers that are based on the Philippine Standard Geographic Code (PSGC) of a Local Government Unit (barangay-level). 
• Phinclusion Inc. (PHI) provides smart contracts that enable financial transactions.
• DBP Data Center Inc provides data storage, cloud services, and electronic payments.

Each of the entities shall collaborate to:

1. Build a healthcare and payment solution for Local Government Units (LGUs)
2. Enable bulk upload/download of healthcare records via HL7 FHIR interface standards.
3. Create two editions of Isonym/NotesFirst to address Household and Corporate users.

Household Edition

• Target User: Head of Household
• Identifier based on Philippine Standard Geographic Codes + Household ID
• Enable household member enrollment via faceprint, gender, and age.
• Enable vaccination records of household members
• Scan birth certificate or allow claim of domestic birth
• Generate a QR code that is then scanned and verified by Barangay Secretary

Corporate Edition

• Target User: Team Leaders
• Take a picture and send it to Insurance company
